Enrollment

New applications are not required each year unless updating information or offering a new participation option.

To become a DSGS provider, complete the following application steps:

Step 2: The program team will review DSGS provider applications to determine completeness and eligibility. Applications are accepted on a first-come, first-served basis. The program team will notify the DSGS provider applicant point of contact if the application is incomplete. After approving a complete DSGS provider application, the program team will provide an electronic DSGS Program enrollment letter to the DSGS provider point of contact.

Step 3: If the DSGS Provider is an aggregator of customers, the aggregator must complete the following prior to enrolling POU, IOU, and/or CCA customers into DSGS:

• Before enrolling POU customers in DSGS, aggregators of customers must complete the following:
  • Notify each POU of their intent to enroll customers within their service territory by providing the information required below:
    • The aggregator’s name.
    • The DSGS participation option(s) the aggregator will offer to participants.
    • A description of the types of customers (such as residential, commercial, industrial, and so forth) and load reduction resources the aggregator plans to enroll in each participation option.
  • Obtain a written statement from each applicable POU that the POU:
    • Does not object to the aggregator enrolling the POU’s customers to participate in the DSGS Program.
    • Will provide the aggregator the data necessary for the aggregator to administer the DSGS Program, as determined by the POU, subject to the aggregator (1) receiving authorization from participants and (2) entering into a data sharing agreement with the POU, if required.
    • Understands incurred costs associated with the DSGS Program pursuant to Chapter 7, Section B, of the are reimbursable.

Aggregators must provide the CEC a copy of this statement within 5 business days of receipt. POUs may establish terms and conditions for aggregators to enroll the POU’s customers to participate in the DSGS Program, including protocols for communicating and coordinating with the POU regarding program events and the circumstances under which the POU may grant or revoke the aggregator’s ability to enroll the POU’s customers in the DSGS program. Upload statements here and specify a Submission Type of “Letters of Intent or Approval”.

• Before enrolling IOU and/or CCA customers in DSGS, aggregators of customers must notify IOUs and CCAs in writing of their intent to enroll customers within their service territory. The notice shall include:
  • • The aggregator’s name.
    • The DSGS participation option(s) the aggregator will offer to participants.
    • A description of the types of customers (such as residential, commercial, industrial, and so forth) and load reduction resources the aggregator plans to enroll in each participation option.

Step 4: DSGS provider enrolls eligible participants into DSGS Program.

Step 5: Within 10 business days of CEC-approved DSGS Program enrollment, or as soon as practicable, DSGS providers must submit an initial Enrolled Participation Report to the CEC. DSGS providers must submit ongoing Enrolled Participation Reports to identify changes to participation. DSGS Providers can submit Option 2 Enrolled Participation Reports by uploading them here and specifying a Submission Type of “Enrollment Participation Report”. Option 3 and 4 reports must be uploaded through the provider portal. Reference the FAQ for information about on-going reporting.
